TALKIN? GOLF: And the award winner is . . .

Summer is too darn short!

Yeah, I know it isn?t officially over until the third week of September and please don?t preach to me about how great golf is in the fall.

I know that.

But summer golf is filet mignon while golf any other time of the year is hamburger.

In the summer you can rise with the sun and tee it up before 5 o?clock and still get in a day?s work. Or, you can tee it up at suppertime and finish 18 holes long before darkness chases you to the clubhouse.

However all good things must come to an end and so does summer, which means this is the final column of the year as well.

The Golf Clubhouse closes for the season.

Next week high school football and soccer, volleyball and cross-country will push Talkin? Golf and Aces, Etc., off these pages.

It has been a fun summer.

We never lacked for cannon fodder.

Because our season is so short, the tournament dance card was packed.

So, in our final installment, it is time to bestow a few awards.

We?ll call them the Harbies because Oscar, Emmy, Tony and Cleos are taken.

Clarence Darrow Best Argument (i.e., Gripe) Award

This summer she qualified for the US Women?s Public Links, US Women?s Open, US Women?s Amateur (making match play) and the US Girls? Junior. I don?t know if that has been done before.

Paul Harney Golfer of the Year (men?s division)

To Doug Clapp of Walpole and Old Sandwich Golf Club of Plymouth, who had a sizzling hot summer. He had top 10 finishes in the Norfolk County Classic, Ouimet Memorial, New England Invitational, Hornblower Memorial and was fourth low amateur at the State Open. He made it to the round of 16 at the State Amateur, losing to eventual champion Mike Calef and then was a good sport and caddied for Calef the remainder of the tournament. He also shared medalist honors at Wellesley CC in the U.S. Mid-Amateur qualifier. He will be at Conway Farms GC in Lake Forest, Ill., for the national championship Sept. 5-11.

Donald Ross, A Job is Never Done Award

For giving 110 percent and never being satisfied with his golf course, to South Shore Country Club general manager Jay McGrail. First he brought the course back from the dead. Now, he is restoring the bunkers (see photo), elevating this 90-year-old design to elite status among upscale public courses in New England. The bunkers were like a mustard and ketchup stain on a wedding dress.

To Bob Beach of Braintree Municipal Golf Course. There are and have been so many dedicated golf professionals from our region. Charlie Lanzetta and Kenny Campbell, for instance, have done so much for junior golf. But Beach has taken it one step further. He is committed to giving golf course access to a number of diverse groups, individuals with physical and mental handicaps have experienced that wonderful thrill of that first birdie because of Beach.

Maltbie was showing off the check to some young ladies at the 12-stool bar in Sutton called T.O. Flynn. A cleaning crew found the check on the bar room floor the next morning. Wallace, who has lost distance off the tee and enjoys his golf from the white tees, is a single-digit handicapper when it comes to golf history.

Microsoft and Google employees vote with their wallets: They want Obama

Microsoft and Google employees are big-time donors to the Obama campaign, with Microsoft employees and associated groups donating $443,748 so far, and Google employees and associated groups donating $357,382. That's two of the top five employers donating to Obama. By way of contrast, the accumlated donations of no tech companies show up on the top of the Romney campaign.

Those top five, though, only tell part of the story. How about the rest of the tech industry, and the rest of Wall Street and banks? There again, the pattern holds. OpenSecrets.org reports that overall the Communications/Electronics business sector has donated $10,930,344 to Obama and far less, $2,898,066, to Romney.

As for Wall Street, banks, and insurance companies, they heavily favor Romney, having donated $28,597,891 to him to date, compared to $12,179,522 for Obama.

Keep in mind that all these numbers only reflect the amount of money donated directly to the campaigns, and not to Super PACs, party organizations, or anyone else out to influence the election.

What do the donations to Obama and Romney say about the future of the economy? Obama is backed by those who feel that education and tech will lead the way towards a healthier economic future, and Romney by those who believe that it's best led by Wall Street, banks, and insurance companies. I'll let you decide for yourself which sectors -- Big Tech/Big Education or Big Money -- are most important for our economic health.

More time needed to end Syria conflict, says Assad

President Bashar al-Assad vowed in comments broadcast Wednesday that his forces would win the conflict ravaging Syria but that more time was needed, as rebels targeted a northern military airport.

Assad's statements, in an interview with pro-regime Addounia channel, came a day after a car bomb rocked a funeral in a Damascus suburb killing 27 people, and as a watchdog reported 189 people killed countrywide on Tuesday.

"I can summarise in one phrase: we are progressing, the situation on the ground is better but we have not yet won -- this will take more time," Assad said in excerpts of the interview broadcast by the private channel.

Assad also scoffed at an idea being championed by Turkey of creating buffer zones within Syria to receive those displaced by the conflict.

"Talk of buffer zones firstly is not on the table and secondly it is an unrealistic idea by hostile countries and the enemies of Syria," he added.

French President Francois Hollande said on Monday France was working with its partners on the possible establishment of such buffer zones, which are aimed at preventing those displaced by the fighting flooding over the borders into neighbouring states.

His foreign minister, Laurent Fabius, admitted Wednesday that plans to create buffer zones in Syria were "very complicated" and would require the imposition of partial no-fly zones.

Assad also mocked those defecting from his regime, saying their departure amounted to a "self-cleansing of the government firstly and the country generally."

The Syrian leader paid tribute to government security forces, who have been fighting rebels nationwide, for their "heroic conduct."

"Despite several mistakes, there is a strong bond" between the regime and the Syrian people, Assad insisted, boasting the support of the majority of the country's population.

"Everyone is worried about their country, that is normal. But they (rebels) will not be able to spread fear, they never will," he said.

"I say to Syrians, destiny is in your hands, and not in the hands of others."

Addounia said it would screen the full interview at 1800 GMT on Wednesday.

The Syrian Observatory for Human Rights, meanwhile, said that fierce fighting broke out on Wednesday between the Syrian army and rebels near Taftanaz military airport, between the northern cities of Aleppo and Idlib.

Explosions could be heard from the airport, a base for fighter planes and helicopters running sorties over the rebel strongholds of Aleppo and Idlib, according to the Britain-based watchdog.

Taftanaz has been the target of several attacks by insurgents entrenched in these two cities, which have suffered daily shelling by government troops.

The battle for Aleppo, Syria's second largest city, has lasted for over a month, with the army unable to dislodge the rebels.

Regime forces meanwhile again shelled rebel strongholds in a belt of outer eastern suburbs of Damascus on Wednesday, according to the Local Coordination Committees, comprising activists on the ground.

The Observatory has reported fierce shelling for days of the neighbourhoods as the army pressed its drive to push rebel fighters out of the capital.

State-run newspaper Tishrin said Tuesday's car bombing of a funeral in Damascus was an indication that the "terrorist" groups have reached a very advanced stage of despair and bankruptcy."

The bombing hit Jaramana, a mainly Druze and Christian town on the southeastern outskirts of Damascus that the Observatory described as generally supportive of Assad's government.

"Jaramana will only serve as a new incentive to continue to root out terrorism and hold its supporters and perpetrators accountable," Tishrin said.

State media blamed rebel fighters for the bombing, but the opposition Syrian National Council accused Assad's regime of staging the bombing against its own supporters in a bid to divert attention from the killings of hundreds of people during an army assault on a largely Sunni Muslim suburb of the capital last week.

Some 80 percent of Syrians are Sunni Muslim, while around 10 percent belong to Assad's Alawite community, five percent are Christian, three percent Druze and one percent Ismaili.

The opposition draws much of its support from the Sunni majority, who have borne the brunt of the government's crackdown.

Activists say around 25,000 people have been killed since the uprising against Assad's rule broke out in March last year, while the United Nations says more than 214,000 people have fled to neighbouring countries.

Underscoring the growing humanitarian crisis, it emerged that seven Syrians, two of them children, who attempted to flee the conflict by boat earlier this month, drowned off the coast of the nearby Mediterranean island of Cyprus.

The UN refugee agency said it was the "first case" of Syrian refugees trying to make the 100 kilometre (60 mile) sea passage.

"It is hard to know if this is a trend," UNHCR spokeswoman Melissa Fleming told reporters in Geneva.

Reading, Writing & Ruminating: On Speaking Truth

Today we remember the martyrdom of St. John the Baptist. Read the Gospel reading for an account.?He died because he preached the truth about Herodias?s adultery and she couldn?t stand it. Yes, he was judgmental. But he called her to repent. She wanted him silenced, and so?used not her own womanly wiles but the charms of her daughter, Salome. You all know the story. Herod is so pleased by the sultry, sexy dance, he offers her anything, and she demands the head of the Baptist at her mother?s request.

Although we have nothing so dramatic today silencing the prophets of today, I notice that those who speak against abortion or gay marriage are labeled bigots. The people who want to sin are intolerant of the people who speak against it, in the name of freedom. Yes, we have free will. But as I tell my children, you are better off when you choose to do the *right* thing. It may be harder to be chaste, but it comes with great blessings. Even married couples are called to be chaste, for example, when a spouse is ill.

Sometimes it can look as though the religious are overly concerned over sexual misdemeanors. I think these are some of the easiest sins to conquer. They form the lower level of Dante?s Inferno.?Much more difficult sins to conquer are the sins of pride. The father of lies ? satan ? lets us believe that we are like God. We should decide what?s good and bad. That?s pride. Much harder to conquer than any habitual sin.

I love the line: Abandon all hope, ye who enter here. It is very perceptive because?hope in the Lord Jesus Christ?is what?saves us.

I came across something wonderful a couple of years ago: Divine Mercy. I?ll direct you to a brief biography of St. Faustina here, but the essence of Divine Mercy is that even if you have a smidgen of goodwill towards God, a speck of hope, God will allow His mercy to work. If the soul rejects this last grace, then God allows eternal separation. In St. Faustina?s Diary: Divine Mercy in My Soul, she describes the interaction of a despairing soul, falling farther into the abyss and how the?Divine Mercy saves this soul. We pray the Chaplet of Divine Mercy often for those who are sick, suffering, and dying.

Our Savior Jesus Christ suffered and died for us. In His name, My God, have mercy.

So, do not despair. Always have hope.

And speaking of hope, did anybody watch the Republican National Convention? I do not watch TV, but this was too good to pass up. So instead of finishing a new chapter, I was glued to the TV with my family for a couple of hours. Oy. I was struck by the humble beginnings of so many of the leaders, their accomplishments, and their drive to succeed. I can?t wait for Mitt Romney to lead this country to prosperity in a prudent manner. He has a balanced budget in MA. Whoa! That alone impresses me. Historically, governors make good presidents, for the simple fact they know how to govern! I especially loved listening to Chris Christie (governor of VA), Nikki Haley (governor of SC, yeah!) and Ann Romney. I waited for Bobby Jindal (governor of LA), but I think he had more pressing matters, like dealing with Isaac.

So, there you go. A post in which I talk about religion and politics. Can you feel the heat?

Long-term thinning of Arctic sea ice combined with an intense, windy storm over the Arctic in early August contributed to a new record low for sea-ice extent, scientists said Monday (Aug. 27).

"It used to be?the Arctic ice cover?was like a big block of ice," said Walt Meier, a research scientist with the U.S. National Snow and Ice Data Center (NSIDC) during a press conference held after the new record low was set on Sunday (Aug. 26). "Now it's become crushed ice and that is a lot easier to melt and melt more quickly. Parts of the Arctic have become like a giant slushie. [That] makes them more vulnerable to these types of storms."

The storm persisted over the central Arctic Ocean for several days, bringing warm and very windy conditions to the Chukchi and East Siberian Seas, followed by low temperatures. Strong wind and wave action from storms like this can increase melt by breaking up ice, according to a NSIDC report following the storm.

On Sunday (Aug. 26), Arctic sea-ice extent fell to a new record: 1.58 million square miles (4.10 million square kilometers), surpassing the previous low, 1.61 square miles (4.17 square kilometers) set on Sept. 18, 2007, the NSIDC reported. [10 Things to Know About Sea Ice]

Sea-ice watchers?saw this coming, at least to some degree.

"As early as maybe July we were able to project that the 2012 ice cover will likely be similar to 2007, but then in August, when we have this storm, the values for 2012 started to go down lower," said Josefino Comiso, a sea ice researcher with NASA.

Sea-ice extent describes the area of ocean?covered at least 15 percent by sea ice?as measured by satellite instruments. Continuous satellite measurements of sea-ice extent date back to the late 1970s.

Sea-ice extent grows and retreats with the season every year. While there are significant fluctuations in this cycle from year to year, by the late 1990s satellite measurements indicated there was a strong downward trend in sea-ice extent, said Claire Parkinson a climatologist at NASA's Goddard Space Flight Center in Greenbelt, Md.

By the end of the 1990s, submarine data showed the ice was thinning as well, Parkinson said.

The old ice, which survives year after year and maintains thicknesses of 10 to 12 feet (3 to 3.6 meters), has been disappearing from the Arctic waters, Meier said. Now, Arctic sea ice has become thinner and is more easily melted or pushed around by storms, he said. "The Arctic Ocean is really a different place than it used to be," he said.

The loss of Arctic sea ice has serious implications for the animals ??polar bears?and walruses ? that use it as habitat.

PROVIDENCE, R.I. (AP) ? The board of the Rhode Island Economic Development Corp. has voted to guarantee a $1 million loan to a newly formed Providence-based solar energy company.

The EDC board voted Monday to approve the financing deal for eNow Inc.. The company was created last year to develop solar energy panels for trucks and buses designed to generate clean energy while reducing the vehicle's fuel consumption.

The loan guarantee was approved under new rules intended to protect taxpayers by capping the size of loan guarantees and requiring companies to invest some of their own money before asking for state help.

In 2010 the EDC gave a $75 million loan guarantee to former Red Sox pitcher Curt Schilling's failed video game company, 38 Studios. The company has filed for bankruptcy.

You just nibbled through an entire bar of dark chocolate. Your divorce papers are finally signed. You are 55, single and thinking about dating. The last time you had a first date, you wore jackets with shoulder pads and permed your hair. You are "out there" again, and the dating world has changed a lot since the eighties.

I'm divorced too and can empathize. Put down the chocolate; it really isn't so bad out there. According to a recent article on Match.com, single boomers over fifty years old are enjoying the benefits of their new status. Seventy-five percent of women and 81 percent of men say that they are experiencing dating success. My advice is to get out there, but avoid these common mistakes I see women make after divorce.

Dating too soon after the divorce: I learned this lesson early. I only dated because my ex had a girlfriend, and it was my way to personally retaliate. Who did it hurt? Me! I was a dating disaster since I wasn't truly ready. Starting to date again can be an overwhelming experience. My self-esteem was damaged and I felt stuck. I needed to work through my personal issues before I could be successful in dating. Fortunately, I had the help of a wonderful professional counselor who helped me move forward. Many women go straight to their girlfriends for advice on dating and relationships when a professional source is needed. An unbiased professional -- someone who sees issues objectively -- is a better choice. A coach will tell you the truth about your readiness to date. A well-meaning friend may not be so honest. My advice is, before you join the dating boomers, seek out professional help from a trained counselor or coach like myself. In this case, you need a coach more than you need to eat another chocolate bar with a girlfriend!

Being afraid to go solo: Solo is the way to go when you are looking to meet someone to date. Although we love being with our girlfriends, constantly traveling with a group of gal pals is a recipe for disaster. I know it takes time to feel comfortable traveling alone, so you need to practice. I suggest taking a class, going to a show, concert, movie or opera alone. Take yourself out for dinner and sit near the bar area. If you're feeling confident, have dinner at the bar. If you spot someone of interest, catch his eye for a few seconds and smile. Perhaps he will come over and introduce himself. If he doesn't, count it as practice. A woman alone is approachable, confident and mysterious. The more you practice going out alone, the easier it is. I tell clients, if you want to meet an interesting man, be an interesting woman. Remember, men are attracted to women who are independent and fun -- women who have interesting lives of their own.

Being someone other than your "genuine self" on a first date: Talking about work may feel safe, but it's not a good first date conversation. If you had a bad day, stay home unless you can bring a positive, approachable attitude along. Before going out, I put on some upbeat or romantic music, dance by myself in my home and think happy thoughts. I leave my past in the past. If you don't have time to go home prior, dress for work in something "dateable" like a wrap dress, a pencil skirt, or a fabulous sweater or satin blouse that makes you feel pretty. Focus on a positive mood, be aware of your posture and stand tall. Add your favorite perfume, freshen your makeup and hair and smile. Your smile is always your most important beauty accessory and a welcoming appearance enhancer.

Breaking plans to date: It's a mistake to break plans with girlfriends or alter your schedule if dating conflicts occur. Men don't change their schedules and you shouldn't either. Do keep doing what you enjoy and incorporate new experiences into a broadening social scene. I attend movie classes alone and add new classes each year to my schedule, no matter what is going on in my life. Men are attracted to women who have a vibrant life and who take care of themselves outside and inside. They will only like you more. Always nurture your spirit and do things that give yourself pleasure.

Burning bridges if you don't feel "sparks": Chemistry is elusive as you date. Be patient. Recently I went on a date and had a great evening, but there were no sparks. So what? I decided to accept a second date because we had fun together. Unfortunately, there is still no chemistry. My advice to my "dating self" was to make my date into my friend. Rebels kill 24 South Sudan soldiers, army says

JUBA (Reuters) - Rebels killed at least 24 soldiers when they ambushed a South Sudanese army convoy, a military spokesman said on Monday, in the latest outbreak of violence in restive Jonglei state.

The country seceded from Sudan a year ago under and is awash with weapons after a decades-long civil war with Khartoum that killed an estimated two million people.

The government, run mostly by former guerrilla fighters, has struggled to assert control over its vast and restive territories since declaring independence.

A group led by rebel leader David Yau Yau - one of several militias fighting the government - attacked the convoy of 200 soldiers near Pibor, a remote corner of the eastern state on Jonglei, army spokesman Philip Aguer said.

Twelve soldiers were wounded in the attack on Wednesday and 17 are missing, he said.

The troops had been sent to investigate reports that Yau Yau had been sighted in the area, Aguer said.

He said he suspected the rebels were joined by youth from the Murle tribe who are resisting government efforts to give up their weapons.

South Sudan launched a disarmament campaign in Jonglei - the country's biggest state - in response to inter-communal violence which began before independence and has killed thousands.

Nearly 900 people died when about 7,000 armed youth of the Lou Nuer tribe attacked Murle villages in the Pibor area at the end of last year, according to the United Nations.

Last week Human Rights Watch issued a report saying soldiers had raped, beaten and killed civilians during the disarmament campaign, allegations denied by the government.

South Sudan voted overwhelmingly for independence from Sudan in a 2011 referendum promised under a 2005 peace deal that ended the civil war.

The two countries are still negotiating issues including border security and disputed territories, and the two armies have clashed in border states since secession.

Speculation that the Fed will again act and questions about its continued near-zero interest rate policy and what long-term effects a new round of quantitative easing will have on the U.S. economy have created some volatility in markets. But one area where volatility has been remarkably low (not surprisingly given historical evidence) is precious metals.

Over the next 18 months, most analysts expect gold prices to fluctuate little between $1,750 and $1,800 with a high side of $2,000. As the European Union continues to falter and talk of the U.S. economic cliff becomes louder and more constant, precious metal prices can only improve. Silver should stick it out in the mid $30s per ounce range over the 18-month period, but economic uncertainty has the potential to push the lesser precious metal to unchartered highs, according to some market watchers.

While investing in physical gold and silver is a good idea in the eyes of most well-prepared investors, it is also a good time to reap benefits from investments in precious metal-mining operations.

Over the past four weeks, gold and silver shares have outperformed Standard & Poor?s 500 index with gold up by about 3.3 percent and silver 9.1 percent. Analysts expect further upward mobility.

Alright, with?Catherine?you should have really been ready for anything the game had to offer. I went in expecting sexual themes and all that jazz, but I didn't sign up for no butt monsters that wanted to eat me. No sir, I did not prepare for that. While I'm sure this one can be explained as Vincent's perversion or something along those lines, I say good luck to you when you try to tell that to the person who just happened to walk into the room as the butt pulled you into it's mouth with it's tongue while making weird smooching noises. Go ahead and try.

Another totally awkward sexual moment to be added to the list. Up until this point in?Red Dead Redemption, nothing had surprised me. There was the implied rape, the mass killings, and horrific kidnappings. That was expected when I started my journey as a cowboy in the old west.

What I wasn't ready for, along with the people watching me as I played, was the very sudden?full frontal nudity?during the Mexican revolution mission. Be honest, did anybody see that coming? Like,?at all? Sure it was showing how much of a sexual deviant the character was, but couldn't there have been even a little bit of a warning?

This is one of those surprise moments. I had read spoilers before I played the game (not by choice obviously) but at no point did anybody let me know something like that was coming up. Sex is just sex, but surprise sex with a large Mexican woman in front of a few members of your family is a totally different matter.

If you haven't played any version of the?Persona 3?game, then let me fill you in. In?Persona 3, you summon monsters to fight for you with a tool called an Evoker. An Evoker is pretty much just a gun. The characters in the game use this "Evoker" by pointing it at their head and pulling the trigger.

"Did that girl just shoot herself in the head?" Great, now I have to explain two things.


There's a bang, and the person's head jerks to the side. And thus a persona is summoned! Now. Explain that same scenario to a six year old that just happened to walk by while you were in the middle of a fight. And don't even get me started when the main character yells "SATAN!" as he shoots himself in the head.

Isaac menaces U.S. Gulf Coast 7 years after Katrina

NEW ORLEANS (Reuters) - Tropical Storm Isaac closed in on the U.S. Gulf of Mexico coast on Monday, triggering some mandatory evacuation orders and disrupting U.S. offshore oil production as it threatened to make landfall between Florida and Louisiana as a full-blown hurricane.

The large, slow-moving storm swiped south Florida on Sunday before moving into warm Gulf waters. It was expected to gain hurricane force by Tuesday and could reach land Tuesday night or early Wednesday, the anniversary of devastating Hurricane Katrina seven years ago.

The U.S. National Hurricane Center warned coastal residents of potentially life threatening flooding, or storm surge, from Isaac totaling up to 12 feet in some areas.

"The weather will start going downhill overnight tonight on the northern Gulf Coast," NHC director Rick Knabb told reporters on a conference call. "Wherever it is people are going to be during the storm, they need to get there tonight."

Issac could potentially take direct aim at New Orleans, which is still struggling to fully recover from Katrina which swept across the city on August 29, 2005, killing more than 1,800 people and causing billions of dollars of damage along the coast.

"It is quite ironic that we have a hurricane threatening us on the seventh anniversary of Katrina," New Orleans Mayor Mitch Landrieu told a news conference.

"That brings a high level of anxiety to the people of New Orleans," he added. "I want to tell everybody now that I believe that we will be OK."

At 2 p.m. EDT (1800 GMT), Isaac was about 280 miles southeast of the mouth of the Mississippi River with top sustained winds of 65 mph and moving northwest at 14 mph.

It was expected to be centered over the Gulf Coast no later than early on Wednesday.

The governors of Louisiana, Mississippi and Alabama all declared states of emergency on Sunday as a hurricane warning went into effect for the northern Gulf Coast from Louisiana to the Florida Panhandle.

Mandatory evacuation orders went into effect on Monday for residents of several low-lying districts outside New Orleans and its new flood-protection system. Heavily populated parts of Mobile, Alabama, were also evacuated, where city workers went door-to-door to warn residents.

Energy producers in the Gulf worked to shut down some of their operations ahead of what could be the biggest test for U.S. energy installations since 2008, when Hurricanes Gustav and Ike disrupted offshore oil output for months and damaged onshore natural gas processing plants, pipelines and some refineries.

Isaac also prompted the closure of the ports of Mobile and New Orleans on Monday and suspended all barge traffic along southern portions of the Mississippi River.

Gulf residents started stocking up on supplies and securing their homes. In New Orleans, which sits below sea level, long lines formed at some gas stations and in Gulfport, Mississippi, people crowded supermarkets to buy bottled water and canned food.

"HOPE FOR THE BEST"

A bumper-to-bumper stream of vehicles could be seen leaving New Orleans on the I-10 highway heading west toward Baton Rouge on Monday afternoon, as motorists made their way to higher ground.

At Mandina's Restaurant, a popular New Orleans eatery flooded by eight feet of water during Katrina, fourth-generation owner Cindy Mandina said she was nervous.

"We're going to hold tight and hope for the best," Mandina said, as she prepared to close up ahead of the storm. "Pre-Katrina, you'd never close, you'd stay open, maybe lose power and then reopen as soon as possible," she said.

Colonel Edward Fleming, commander of the U.S. Army Corps of Engineers overseeing New Orleans flood protection, said massive improvements to the system put the city in a far better place than it was seven years ago.

But in low-lying Placquemines Parish, which could be the first to be lashed by Isaac's winds and storm surge, workers scrambled to stack sandbags and reinforce levees.

The parish, which stretches southeast from New Orleans, is cut in two lengthwise by the Mississippi River as it flows to the Gulf of Mexico. Much of the area lies outside the greater New Orleans levee system, and construction projects to bolster protection are not yet complete.

"We signed an agreement with the (Army Corps of Engineers) 30 days ago for over a billion dollars of work," said Plaquemines Parish President Billy Nungesser. "We're really worried about the storm surge, we really need a few more years before we see an event like this."

In its advisories on Monday, the NHC said the storm was not expected to strengthen beyond Category 1, the weakest type on the five-step Saffir-Simpson scale of hurricane intensity.

But Knabb said very warm water temperatures in the Gulf, currently ranging between 86 to 87 degrees Fahrenheit (30-30.5 Celsius) could help trigger strengthening beyond Category 1.

NHC meteorologist Jessica Schauer said the hurricane warning area included "quite a few oil rigs" but not perhaps the heart of the U.S. offshore oil patch, which produces about 23 percent of U.S. oil output and 7 percent of its natural gas.

Despite the threat to offshore oil infrastructure and Louisiana refineries, U.S. crude oil future prices were down about 74 cents in afternoon trading at $$95.41.

Meteorologists at Weather Insight, an arm of Thomson Reuters, estimated the storm temporarily shut down 87 percent of the U.S. offshore oil production capacity and 80 percent of the offshore natural gas output.

Once ashore, the storm could wreak havoc on low-lying fuel refineries along the Gulf Coast that account for about 40 percent of U.S. refining capacity.

That could send gasoline prices spiking just ahead of the U.S. Labor Day holiday, analysts said.

Issac's westward track meant the worst of its weather would miss Tampa, Florida, where the Republican National Convention opened its four-day meeting on Monday. Official convention events were delayed until Tuesday because of the storm.

Isaac killed at least 20 people and caused significant flooding and damage in Haiti and the Dominican Republic before skirting the southern tip of Florida on Sunday.

California tech industry makes itself heard in Legislature

SACRAMENTO ? California's high-tech industry has been flexing its once-little-used state lobbying muscle like never before, capping efforts on a broad range of topics by winning passage of a bill to ban regulation of companies using the Internet to handle phone calls.

The bill, adopted by the Legislature this week, comes as AT&T Inc., Verizon Communications Inc. and other tech companies increasingly use the Internet to process not only cellphone but land-line calls.

Months of combined efforts by hundreds of companies and dozens of lobbyists persuaded the Legislature to send to the governor the bill prohibiting the California Public Utilities Commission and other agencies from overseeing the use of digital voice networks as well as any form of regulation of the Internet.

The legislation, SB 1161 by Sen. Alex Padilla (D-Pacoima), sailed through both houses with unusually overwhelming bipartisan support. Gov. Jerry Brown, who has not taken a public position, has 30 days to sign or veto the measure.

The easy passage, despite opposition from consumer advocates and the influential AARP senior citizens lobby, underscores the California tech industry's prestige and its ability to leverage its status as one of the Golden State's few economic bright spots.

"Democrats and Republicans, north and south, urban and rural, across the board recognized the importance of the technology industry for California and California's future," Padilla said. "I think its voice and presence is the strongest I've seen in the six years I've been in the Legislature."

California's economy could have been put "at a significant disadvantage" if lawmakers were not sensitive to Silicon Valley's call for minimal regulation and the implicit threat to leave the state, he said.

"We've seen it in other industries," such as filmmaking and manufacturing, Padilla said. "I don't want to see that happen to this tech sector."

With five days left before they adjourn for the year, lawmakers still have a number of major business bills to handle. They include a potential overhaul of the workers' compensation insurance system, a change in how corporate income taxes are calculated and an extension of a film production tax credit.

The tech industry's growing might became more evident early this year when three leading trade groups ? TechNet, TechAmerica and the Silicon Valley Leadership Group ? spelled out to lawmakers that passing the Padilla bill would send a signal that tech was still welcome in the state.

"It's our top priority in California this year," said Robert Callahan, TechAmerica's California director.

The bill is important, he said, because his membership group of 1,000 companies and their investors need "certainty" that the PUC won't pass cumbersome or expensive regulations that might hobble development of products and services.

The coordinated push to pass the bill represents a coming of age for tech's involvement in public policy and politics at the state level, said Dan Schnur, director of the Jesse M. Unruh Institute of Politics at USC.

Schnur, a former political consultant, was an advisor to TechNet when it was created in the early 1990s in Silicon Valley.

"For years, they ignored the political universe, both in Washington and Sacramento, and hoped it would leave them alone," Schnur recalled. "Then in the '90s, they realized the impact that the federal government could have on their work, but didn't pay much attention to state-level policy. Now you've seen Silicon Valley focus its attention on Sacramento too."

High tech's growing presence at the statehouse hasn't come cheap. Spending on lobbying has more than doubled to $16.4 million in the 2009-10 legislative session, from $8 million in 2005-06. Lobbying expenses are on track to hit almost $18 million in the current session, according to reports filed with the secretary of state.

Over the last few years, tech lobbyists have concentrated on bills dealing with taxes, limits on overtime pay for highly compensated software engineers and privacy issues. This year, the Silicon Valley Leadership Group led an effort to rewrite state environmental laws, which stalled this week but will be reintroduced next session.

The industry's quest to ensure that the PUC never touches the Internet ? or telephones that send digital voice signals over the Internet ? has many Sacramento observers shaking their heads.

The commission, they note, has long had a hands-off policy toward the Internet and has repeatedly acknowledged that its regulation is the province of the Federal Communications Commission.

That assurance isn't good enough for tech companies.

"It's no secret that conversations are going on whether or not the PUC should regulate [Internet-]enabled services," said TechAmerica's Callahan. "Whether or not it's going to is an open question, and we can't predict the future. That unpredictability creates uncertainty."

PUC President Michael Peevey doesn't understand why tech companies are so fearful about "the possibility down the road" of regulation. And PUC Commissioner Michael Florio described the industry's stance as bordering on paranoia.

"If this were Iran or Russia, it would be a very legitimate fear," Florio said, "but in this country, I would not imagine it."

What's really going on, Florio and consumer groups contend, is an effort by AT&T and Verizon to piggyback on tech's worries to make sure the PUC doesn't try to increase its oversight of Internet-based phone service that ties into the already regulated copper-wire networks.

"It's a clever political move in California to push the tech people out front," Florio said. "I just think they were fed a bill of goods by AT&T."

Both AT&T and Verizon declined to respond to Florio's comments.

But what was clear to Lenny Goldberg, a lobbyist for consumer group the Utility Reform Network, was that AT&T's alliance with Silicon Valley created an unstoppable lobbying force.

"When you put the two together, we got rolled," he said.

The wristbands are made of a UV-sensitive material that changes color as the threshold amount of UV radiation is reached. Different threshold levels are set for different complexions: bands meant for fair-skinned people will change colors with less radiation than those meant for dark-skinned people. When the band changes from yellow to pink, it is time to get out of the sun because a burn is imminent. The bands seem to be effective only for measuring sun exposure in people who are wearing no sunscreen, so those of us who faithfully apply sunscreen every day will still have to wonder if we are being exposed to too much sun.

Lane County child abuse & neglect prevention program gets positive ...

LANE COUNTY, Ore. (KMTR) -- A program helping first time parents in Lane County, the "Healthy Start Healthy Families" program is getting national recognition for its positive results towards reducing child abuse and neglect.

?Healthy Start Healthy Families? (HSHF) is a voluntary program for around 150 first-time Lane County families. The program provides free home visits from parental experts as a way to try to reduce stresses on at-risk families. Ultimately, the goal is to help prevent child abuse and neglect.

The program was just audited on a national level by "Prevent Child Abuse America.? As a result, the program was ranked as one of the best in the nation.

Lane County averages about 5,000 child and abuse neglect reports a year, about 39% higher than the state average.

Healthy Start?s program managers say many time, abuse happens when parents get stressed over things like money, friends, family or parenting.

The home visits are designed help reduce those stresses, giving families tools and tips to parent and stay together.

?It makes a difference in their lives and increases their protective factors and increases the nurturing environment in the home,? says Nancy Bischofs, program director for the Lane County Healthy Start Healthy Families program.

?This is a really unique opportunity for them to have an expert, a parenting support person who can come in and really be their advocate and lead them, and guide them in a way that's helpful for the child in showing positive parenting techniques,? says Joanna Morales, a family support work for the Lane County HSHF program.

A mom who has received help from the program, Nicole Reid says it has helped her tremendously with her nearly 8 month old daughter Madalynn. Through the program, Nicole has received parenting supplies and materials, information on how Madalynn should be developing and tips on how to be a mom.

?I mean they've helped me so much, giving me books and clothes and even the receipts if they weren't big enough or too small, I could take them back and exchange them, I mean healthy start is an amazing program, I mean every time I get asked what they could do to be better, I don't give them an answer because i don't think there could be anything better,? says Reid.

Healthy Start Healthy Families will continue to work with Nicole until Madalynn turns three years old. There are seven home visiting specialists in Lane County. The program is completely voluntary and free to use.
