And it?s one of the reasons why the divorce rate falls during a recession. But in all of these specific contexts we understand that there?s more than mere economics at stake. After all, just because you can move out of your parents? house doesn?t mean that you have to. Relatively few empty nesters react to kids leaving home by immediately downsizing to a smaller abode. The bedroom is still sitting there, as is the laundry machine and the refrigerator. Even if you have a job, it would be more efficient to stay home and reap the household economies of scale that come with shared utilities, bulk purchase of groceries, etc. In practice people don?t do this, not because they?re dumb but because adults don?t want to live with their parents. It?s unpleasant, and one of the main reasons to want to get a job and have some money in your pocket is that you don?t have to put up with it anymore.

Fla. highway patrol defends reopening I-75 (AP)

GAINESVILLE, Fla. ? Minutes before two pileups killed 10 people on a highway shrouded in fog and thick smoke from a brush fire, the Florida Highway Patrol had reopened the always busy six-lane interstate after an earlier serious accident.

A sergeant and lieutenant determined after about three hours that conditions had cleared enough for drivers, but visibility quickly became murky again, officials said Monday.

"We went through the area. We made an assessment. We came to the conclusion that the road was safe to travel and that is when we opened the road up," Highway patrol spokesman Lt. Patrick Riordan said in a news conference. "Drivers have to recognize that the environment changes. They have to be prepared to make good judgments."

At least a dozen cars, six tractor-trailers and a motorhome collided at about 3:45 a.m. Sunday. Some cars were crushed under the bellies of big rigs. Others burst into flames and sent metal shrapnel flying through the air, horrifying witnesses watching the violence along Interstate 75 in calls to 911. Eighteen survivors were hospitalized.

In a 911 recording released Monday, a driver and her passengers told a dispatcher that the fog and smoke from the 62-acre brush fire was so thick they couldn't see.

"I think there was another accident behind us because I heard it," a woman said. "Oh my gosh, it's so dark here."

Late Monday, the highway patrol said seven people died and at least 16 people were injured after 10 vehicles crashed in the northbound lanes of the highway, the first of two multiple-vehicle pileups along I-75.

The vehicles crashed about 4 a.m. after driving in heavy smoke that made it hard to see. Jason Lee Raikes, 26, of Richmond, Va., died in the crash, authorities said.

They also said five out of six people riding in a 2012 Dodge Caravan died in the crash: Driver Edson Carmo, 38; Roselia DeSilva, 41; Jose Carmo Jr., 43; Adrianna Carmo, 39; and Leticia Carmo, 17; all of Kennesaw, Ga. The highway patrol did not immediately provide the identity of the seventh crash fatality.

Jose and Adriana Carmo were married and Leticia was their daughter, said Arao Amazonas, senior pastor at their church, the Igreja Internacional de Restauracao, or International Church of the Restoration.

The van's sixth occupant, the couple's younger daughter, Lidiane, 15, survived the crash, Amazonas said. A hospital spokeswoman said Monday afternoon that she was listed in critical condition.

Amazonas had been at a religious conference in Florida with the family and many others since Thursday. He said he spoke with the pastor before the family left Florida on Saturday night and urged him to wait until morning, he said. But Carmo told him he wanted to be back in time for the Sunday morning service.

The Carmos were in one van and other church members were in a second van. The passengers of that van called Amazonas after the accident to tell him what happened, he said.

About 100 people gathered Monday evening at the suburban Atlanta church, which caters to the local Brazilian community, to mourn the deaths of their fellow church members. People at the gathering wailed and wept as Amazonas addressed them in Portuguese.

"We couldn't have imagined such tragedy would come to us," Amazonas said.

Riordan declined to release the names of the two troopers who made the decision or provide details on how long they had been with the patrol. He said no troopers have been disciplined but the investigation into the crash continues. National Transportation Safety Board officials said Monday they are sending investigators to the scene. Gov. Rick Scott also called for an investigation.

In the same 911 call, another woman took the phone and screamed an expletive as she hears another crash.

"That was a truck. We cannot see. It's like impossible to see," the caller said. "The smoke is very thick you can see obviously only your hand in front. I do hear an ambulance or police officer coming down the road."

Hours later, twisted, burned-out vehicles were scattered across the pavement, with smoke still rising from the wreckage. Cars appeared to have smashed into the big rigs and, in one case, a motor home. Some cars were crushed beneath the heavier trucks.

Reporters who were allowed to view the site saw bodies still inside a burned-out Grand Prix. One tractor-trailer was burned down to its skeleton, charred pages of books and magazines in its cargo area. And the tires of every vehicle had burned away, leaving only steel belts.

The Florida Forest Service said Monday it still had not determined if the fire was intentionally set or accidental, although lightning has been ruled out. Spokeswoman Ludie Bond said the fire is contained but was still burning. Firefighters are spraying water around its perimeter attempting to reduce the smoke.

Criminal defense attorneys said that if the fire was caused by arson, authorities likely will file charges of manslaughter and possibly felony murder, which is defined as a death that happens as result of participating in a felony.

"You can bet they will be," said Brian Tannebaum, a former president of the Florida Association of Criminal Defense Lawyers.

UK court upholds extradition in Iran missile case (AP)

LONDON ? Britain's High Court said Tuesday a retired businessman who allegedly plotted to sell missile components to Iran cannot appeal against his extradition to the United States.

U.S. authorities say Christopher Tappin offered in 2006 to sell specialized batteries for Hawk missiles for $25,000, not knowing that his contacts were undercover U.S. agents, not Iranians. Two other men have been jailed in Texas over the plot.

Tappin denies the charges and says he was the victim of a sting operation by the U.S. government.

A judge ruled last year that 64-year-old Tappin should be extradited.

Two judges said Tuesday that Tappin could not take his fight against extradition to Britain's Supreme Court because his case did not raise legal issues that needed to be considered by a higher court.

Tappin's lawyer Edward Fitzgerald had argued that under European human rights legislation, Tappin should not be extradited because he had to care for his sick wife. The judges ruled that the severity of the charges against Tappin outweighed his right to not be extradited. Tappin faces up to 35 years in jail if convicted in the United States.

Tappin's case is the latest to expose trans-Atlantic tensions over the exchange of criminal suspects.

Lawyers complain that under "fast track" extradition procedures introduced after the Sept. 11, 2001 attacks, the U.S. is not required to offer substantial proof of an allegation when seeking to extradite a suspect from Britain.

But in October, a judge-led review in the U.K. found that extradition agreements between the United States and Britain are fair and unbiased.

Cars circle central Moscow in anti-Putin protest (AP)

MOSCOW ? Thousands of cars flying white ribbons or balloons circled central Moscow on Sunday in a show of protest against Russian Prime Minister Vladimir Putin.

The cars ? ranging from luxury sedans and sporty convertibles to old, exhaust-spewing Soviet models ? jammed the inner lanes all along the 16-kilometer (nearly 10-mile) Garden Ring, which has as many as 16 lanes of traffic at its widest points.

More protesters stood along the side of the road waving white ribbons and flags as the vehicles passed, their horns blaring. White ribbons became an opposition symbol during protests that broke out after a fraud-tainted Dec. 4 parliamentary election won by Putin's party.

Tens of thousands turned out for two protest rallies last month to demand free and fair elections, and protest organizers are now preparing for a third big demonstration Feb. 4.

Putin is running in a March 4 presidential election to reclaim the post he held from 2000 to 2008. He is expected to win, but is under pressure to show he can win fairly.

Sunday's action was aimed at helping to build momentum for the protest movement and it provided another outlet for the creativity that has been a defining feature of the demonstrations.

While most drivers were content to tie white ribbons and balloons to their cars' antennas, sideview mirrors and door handles, some decorated their vehicles with original signs and banners.

Opposition leader Alexei Navalny said the traveling protest action was a "wonderful advertisement" for the Feb. 4 rally.

The protest movement has been driven by young professionals, cultural figures and other members of the urban middle class, many of them connected through online social networks.

Kremlin supporters have begun to try to counter their activism by organizing rallies by blue-collar workers in support of Putin and the stability he promises. The first rally was held Saturday in Yekaterinburg, the capital of an industrial region in the Ural Mountains east of Moscow.

Videos of the rally posted online showed one speaker, a member of Russia's parliament, trying to get the crowd of several thousand to shout "Ural, Russia, Putin!" The response was muted.

Former Italian President Scalfaro dies at 93 (Reuters)

ROME (Reuters) ? Former Italian President Oscar Luigi Scalfaro, who was head of state during the "Bribesville" corruption affair which overturned the old political order during the 1990s, has died, officials said on Sunday. He was 93.

Scalfaro, a former interior minister and speaker of the lower house of parliament, was appointed president in 1992 as the scandal was sweeping aside a party system which had run Italy since World War Two.

Both Scalfaro's own conservative Christian Democrat party and the centre-left Socialists were revealed to have been deeply corrupted by a web of bribery and illegal funding which destroyed Italians' confidence in government.

With preparations well under way for Italy to join the embryonic single European currency, Scalfaro had to defend the basic institutions of the Italian state at a time of corrosive mistrust of the political system.

"As President of the Republic, he faced some of the most difficult periods of our history firmly and steadfastly," the current president, Giorgio Napolitano, said in a statement.

ATHENS, Greece (AP) ? Greece and its private creditors are very close to a deal that will significantly reduce the country's debt and give it more time to repay the rest of what it owes.

After three hours of talks with Prime Minister Lucas Papademos and Finance Minister Evangelos Venizelos on Saturday, creditor representatives Charles Dallara and Jean Lemierre issued a statement saying the two sides were "close to the finalization of a voluntary (private sector involvement) ... We expect to conclude next week as discussions on other issues move forward."

The statement also referred to "the framework expressed publicly earlier this week by Luxembourg Prime Minister Jean-Claude Juncker in his capacity as Chairman of the Eurogroup."

The reference suggested the creditors had agreed with Juncker's proposal that the new bonds to be issued by Greece in place of the old ones should have an interest rate "clearly below 4 percent." The rate had been the main sticking point in the two-week-long talks as creditors had demanded a higher one.

Dallara, managing director of the Institute of International Finance (IIF) and Lemierre, senior adviser to the chairman, Banque BNP Paribas, represented banks, insurance companies and other private holders of some euro206 billion ($270 billion) in Greek bonds.

While the details are not yet final, it is expected these bondholders will accept a 50 percent writedown in the value of their bondholdings, meaning Greece's debt will be reduced by just over euro100 billion. The maturities in the new bonds will also be longer.

An agreement with private creditors is also seen as a prerequisite for Greece to get a second, euro130 billion bailout from its EU partners and the International Monetary Fund, although there are other issues involved before Greece can get that aid.

The EU and the IMF have already signed off on a euro110 billion aid package, in May 2010, most of which has already been disbursed.

Dallara and Lemierre will leave Greece on Sunday and "will remain in close consultation with Greek and other authorities," the creditors' statement said.

Sea lions 'shot' on US west coast

Eight sea lions have been found shot dead in the US state of Washington in the past few weeks, wildlife officials have told a local TV station.

The bodies of seven sea lions with bullet wounds were recently found on the Nisqually River, KING-TV reports.

An eighth sea lion was found dead in West Seattle on 23 January. The Seal Sitters conservation group said it, too, had been shot.

Fishermen regard sea lions as pests because they prey on salmon.

The Seal Sitters say the eighth dead animal was a California sea lion, a mature male. The species is protected under the US Marine Mammal Protection Act.

"Evidence of a 'penetrating' wound, suspected to be that of a bullet, was found deep in the tissue and tracked back to the entrance wound," the Seal Sitters said on their blog.

The sea lion's remains were analysed by a biologist from the Washington Department of fish and wildlife.

The examination also revealed a wound from a shark bite and the sea lion's intestines were twisted, the Seal Sitters said.

One of the animals found on the Nisqually River was a Steller sea lion, protected under the Endangered Species Act.

Both the state Department of Fish and Wildlife and the National Oceanic and Atmospheric Administration (NOAA) are investigating the deaths, KING-TV reports.

"California sea lions are sometimes viewed as a nuisance by commercial fishermen and there are records of stranded sea lions with gunshot wounds and other human-caused injuries," the NOAA says on its website.

IV Acetaminophen Linked to More Child Overdoses (HealthDay)

FRIDAY, Jan. 27 (HealthDay News) -- Following the U.S. Food Drug Administration's approval last year of an intravenous formulation of acetaminophen for fever and pain in a hospital setting, researchers warn that use of the preparation could lead to serious overdoses, particularly among the youngest patients.

The problem: There is confusion over measurement guidelines -- milligrams vs. milliliters, to be specific -- that can result in the accidental administration of doses that are up to 10 times more than the proper amount.

"This product would be given in a health care facility," said study co-author Dr. Richard Dart, from the Rocky Mountain Poison and Drug Center at Denver Health in Colorado. "And thus, the overdose ends up being from a miscalculation by a health care provider."

"In theory, the risk to the child is that they could develop serious liver injury," Dart added. "Liver injury is avoided if the overdose is detected and the antidote [acetylcysteine] is administered within several hours. [But] the challenge in the case of an intravenous overdose is that the medication error needs to be detected by the health care provider because it doesn't produce identifiable symptoms," apart from nausea and vomiting.

Dart and his colleague, Dr. Barry Rumack, discuss their concerns in the February issue of Pediatrics.

The authors noted that dosages of IV-administered acetaminophen are calculated in milligrams, mixed at a ratio of 10 milligrams of the drug for every one milliliter of a non-drug solution. Problems arise if and when that drug ratio is improperly executed.

Since it came on the global market a decade ago, the IV option has been very popular, with roughly 500 million doses having already been distributed to patients of all ages worldwide.

The FDA approval, however, restricted the drug's use to American patients above the age of 2. But, given the inherent difficulty in administering oral versions of the drug to pediatric patients, the authors cautioned that so-called "off label" use of the drug among very young Americans is pretty much inevitable.

Despite the fact that overdosing (pediatric or otherwise) has not yet been widely reported in the United States, the authors pointed to dozens of pediatric overdose cases in Britain and elsewhere across Europe (most involving children under the age of 1).

Dart and Rumack advised that hospitals using IV acetaminophen work with pharmacy and nursing staff to raise awareness of the overdose dangers. They also suggest that clinicians watch for accidental poisonings and report overdoses.

"This type of error is unfortunately common in medicine, and affects many drugs," said Dart, who also works in the department of emergency medicine at the University of Colorado School of Medicine. "I think the wisest way of avoiding the problem is to make sure that all orders written in a hospital are reviewed by a pharmacist before they are implemented. This markedly reduces the opportunity for error."

Frank Federico, a pharmacist and executive director of the Institute for Healthcare Improvement in Cambridge, Mass., believes "there are ways to ensure or at least improve the safety of drug administration in a hospital setting for pediatrics."

"For example, when you have a drug like this one that is ordered in milligrams but administered in milliliters you need a good safeguard and system that ensures that the conversion is simple and easy to do," he said. "And so you have computers do the math for you, rather than a person. You eliminate human error and you use clearly printed labels."

Federico, who once served as director of pharmacy at Children's Hospital Boston, suggested that it is possible to put in place a labeling protocol that is straightforward and allows for multiple checks.

"Our labels listed the concentration of the product, with the most basic ratio in there," he noted. "It was clear. And that way not only was the technician who was preparing the product clear on how much liquid was necessary, but so were the pharmacists who would check and the nurses who would check."

Parents should also not be afraid to ask hospital staff to double check the dosing. "Asking is always appropriate," he added.

Okla. lawmakers file state insurance opt-out bill | Washington ...

Two Oklahoma lawmakers have filed legislation to increase the number of state employees who could opt out of state insurance coverage.

The measure expands a 2011 law that allowed state employees and lawmakers to refuse state-funded coverage if they are already covered by another policy.

The law now applies to individuals currently covered by a separate policy. The proposal by Reps. Dustin Roberts and Emily Virgin of Oklahoma City would expand the opt-out option to include those who will be covered by a separate group health insurance plan on or before the beginning of the next plan year.

The current law has already saved an estimated half-million dollars and could ultimately save $1.5 million to $3.5 million annually. Roberts and Virgin say their measure could lead to more savings.

Bats occupy Israeli army ghost bunkers (Reuters)

QASR AL-YAHUD, West Bank (Reuters) ? Abandoned Israeli army bunkers along the Jordan River are providing a lifeline for bats on the endangered species list, researchers say.

Soldiers left Israel's underground forts along the frontier with Jordan after a 1994 peace treaty between the two countries. With much of the former front line, some of it dotted by mine fields, still designated by the military as off-limits to civilians, bats swooped into the secluded and dark steel caverns.

Several years ago, researchers from Tel Aviv University were granted access to the ghost bunkers. Now, they say, they have identified 12 indigenous bat species in the 100-kilometre- (60 mile)-long tract between the Sea of Galilee in Israel and the Dead Sea's northern edge in the occupied West Bank.

Two of the species commonly known as the Mediterranean horseshoe bat and Geoffroy's bat are on the critical list and three others are designated as endangered.

"There is no doubt that by being in a closed military zone that has prevented human interference, the bat habitat will allow these delicate creatures to thrive," said one of the researchers, Eran Levin.

But he said it was too early to quantify the growth of the local bat population, estimated to be in the thousands, because the research project was not yet complete.

One former bunker -- overlooking the spot along the Jordan River where some Christian faithful believe Jesus was baptized by John -- has been turned into a more accommodating home for the webbed-wing mammals.

To give the bats more grip, the research team roughed up its smooth steel and concrete walls, suspended mesh sheets and wooden palates, sprayed insulating foam and stuck stones to surfaces.

Different bat species each preferred different grip surfaces, Levin said.

A thick layer of bat guano now covers the floor and metal bunk-bed frames the military left behind.

A night-vision camera follows the bats' movements during the period they inhabit the bunkers from March to October when daytime temperatures in the area soar above 40 degrees Celsius (104 Fahrenheit).

Enjoying their own peace dividend, the bat population could also give something back to Israelis, Jordanians and Palestinians in the area.

Aviam Atar of Israel's Nature and Parks Authority said the bats help to reduce crop damage by eating insects at night, coming out to feed in the dark when the fields are empty.

"Because each bat can eat a few grams of insects each night, they reduce the need for the use of pesticides and this certainly has potential for facilitating green farming. The crop growers don't even know this is happening," he said.

WEST PALM BEACH, Fla. ? Mitt Romney's ties to the Northeast gave him a boost on the way to winning the New Hampshire primary. Newt Gingrich's roots in the South probably had at least a little to do with his South Carolina triumph.

Neither presidential candidate is expected to benefit from such geographic ties in next week's Republican primary in Florida, a diverse state suffering through a world of economic hurt.

"Geography will not play any role in my decision," said Rich Cole, sounding like many voters across the state.

Cole, 68, lives in Florida's largest retirement community, The Villages, and hails from Pennsylvania, which candidate Rick Santorum represented in the Senate. Cole said he likes Santorum but plans to back Romney, for whom he voted four years ago. He thinks Romney gives Republicans the best chance of beating President Barack Obama in November.

A self-described "God-fearing conservative," Larry Dos Santos, of Venice, was leaning toward backing Gingrich. Dos Santos, a 65-year-old retiree from New York who lived nearly all his life on Long Island, noted that the former House speaker has some qualities that remind him of home.

"Telling it like it is is definitely like a New Yorker," he said of the former Georgia congressman. "Nobody pulls punches in New York."

While a candidate's roots may earn them kinship in Florida, hometown ties are unlikely to earn them a vote in a year when many Republicans here tell pollsters that electability and the economy are the two factors that rank above all else as they decide who to support in Tuesday's primary.

Geography seemed to make a difference in previous contests this year.

Romney, the former governor of neighboring Massachusetts, led comfortably in polls ahead of the New Hampshire primary and played up his New England ties often. He won by roughly 17 percentage points. In South Carolina, Gingrich spent more than a week emphasizing his Southern ties even though he had spent the better part of a decade living near Washington. Gingrich ended up winning the state by about 12 percentage points.

But Florida is different, and in no way homogeneous.

Although it is home to the southern-most tip of the U.S., Florida's overall culture is hardly Southern. It's filled with transplants from the Northeast and Midwest who settled along the Gold and Gulf coasts, as well as so-called snowbirds who spend part of the year here only to keep their voter registrations in other states.

Florida's southern region has huge Hispanic and Caribbean influences. The northwestern Panhandle has some communities that strongly identify with parts of the Deep South. Add in the huge, transient military presence around Jacksonville and elsewhere, and just about everybody can call themselves a Floridian.

All things being equal, Romney might be able to count on benefiting from the support of New Yorkers, who constitute one of the largest populations of non-native Floridians now living in the state, and other New Englanders. And Gingrich could seemingly count on the support of those in the conservative Panhandle, which borders Georgia.

"In a different kind of year, geographical roots could have an impact in Florida, but not this year," said Jennifer Donahue, a public policy fellow at Gettysburg College in Pennsylvania. "Florida has been hit so hard by the housing crisis that perhaps the only thing that will help a candidate reach voters is by articulating a vision that will help Florida's economy."

There's no guarantee that candidates can count on geographic ties. Former New York Mayor Rudy Giuliani hoped the love of transplanted New Yorkers would carry him to victory here four years ago. He ended up falling flat.

This year, Sean Foreman, a political science professor at Barry University in Miami Shores, said ideology trumps regional appeal.

"The moderate versus conservative battle is more important than where someone cut their political teeth," he said.

John Bowker, an 81-year-old retiree in Sun City Center, was born in Vermont and lived most of his life in New Jersey. He said he wanted to watch Thursday's debate and read the Sunday papers before making up his mind, but had ruled out at least one criterion: "Geography? That has not played a role in my thinking."

"I'm listening to what they are saying and how they are saying it," Bowker said.

Still, having a state in common with a candidate doesn't hurt.

Ellen Hoffman, a 73-year-old retired teacher living in The Villages, hails from Michigan, where Romney grew up.

"The Michigan connection first drew me to him," Hoffman said. But that wasn't enough, she said. His positions and electability are what made up her mind.

A new documentary about the late comic, "I Ain't Scared of You: A Tribute to Bernie Mac," will air on Comedy Central Feb. 19, with the accompanying DVD out Feb. 21.

The documentary looks at Bernie Mac's personal and professional life, including movie clips, early footage and never-before-seen performances.

Japan's NEC to slash 10,000 jobs (Reuters)

TOKYO (Reuters) ? NEC Corp said Thursday it will slash 10,000 jobs, almost one in 10 of its workers, in a bid to cut costs as competition from foreign rivals including Apple Inc pushes it deep into the red.

NEC blamed its poor performance on weak demand for its smartphones amid the popularity of Apple's iPhone in Japan, as well as on inroads by foreign rivals into the domestic IT infrastructure business and difficulty in expanding overseas.

It warned it would post a net loss of 100 billion yen ($1.3 billion) for the year to March 31, much bigger than its previous forecast of a 15 billion yen profit and a similar average estimate from eight analysts polled by Thomson Reuters I/B/E/S.

For the three months ended December 31 it booked a net loss of 87 billion yen.

It also slashed its projection for annual mobile phone sales by nearly a quarter to 5 million phones and most of the job cuts will be in its mobile phone business.

Headcount will be reduced by the end of September and around 7,000 layoffs will be in Japan, Nobuhiro Endo said at a news conference in Tokyo.

Endo said NEC will miss a target to raise overall sales to 4 trillion yen next business year but would still try to reach a goal of boosting its operating profit margin to 5 percent.

The restructuring would result in a charge of 40 billion yen this financial year but would add 40 billion yen to income in the next financial year, Endo added.

Shares of NEC finished unchanged from Wednesday's close at 168 yen. In the past 52 weeks, its shares have plummeted 32 percent. The company announced its results and restructuring plan after the market closed.
